"If a state participates at all in a conspiracy, it has violated the Fourteenth Amendment with regard to any individuals whose rights are infringed, based on the constitutional right to travel." United States v. Guest, 383 U.S. 745 (1966)
18 U.S.C. 241 (1964 ed.). "If two or more persons conspire to injure, oppress, threaten, or intimidate any citizen in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same; "They shall be fined not more than $5,000 or imprisoned not more than ten years, or both."

identification card to any PERSON* who:

Conclusion
TITLE 18, U.S.C., SECTION 242 addresses misconduct by individuals acting under the false pretense of law. If police officers engage in unlawful activities, such as requesting (unlawful) IDs or without proper authorization and/or using bait and switch tactics to alter jurisdiction, they are subject to federal prosecution under this statute.
